Which counties have a page, and why not all of them

39% of these counties fall inside a single hardiness zone — 265 of 675. That is the strongest claim this site can make and it is far more often available here than at metro scale, where only 91 of 388 are single-zone. Where a county spans several, its page gives the split by ZIP code rather than rounding everyone into the largest.

A county earns a page when it holds at least 5 ZIP codes, its ZIP codes cite at least 4 NOAA weather stations, and it sits mostly outside every metro area. The first two rules are about substance, and both were set by measuring the finished pages rather than guessed: below them a page carries too few published figures to say anything a neighbouring county's would not. The third avoids two of our own pages competing for one question — where a county is mostly inside a metro, the metro page already covers it, and splitting the answer between two pages helps nobody.
